Tropico 7 is a city-building strategy game and political simulator that puts you back in the boots of El Presidente. This time you can literally move mountains: terraforming lets you level and raise terrain, carve beaches and lakes, and even shape new islands. The archipelagos are the largest in the series, zones like plantations stretch to fit your plan, and grid-free placement frees your layout. Politics runs on a faction council, a constitution and edicts, elections and speeches shift your power, and the army takes direct orders.
